It is 2017 when Baltimore police detective Stewart Walker first hears about an interview between a local newspaper reporter and serial killer, Jack Blount. During the meeting held inside a mental health facility, Blount reveals a shocking look into the mind of a man famous for a killing spree that made national headlines years earlier.
Walker has already sacrificed his marriage, his relationship with his children, and his life in his pursuit of justice for those no longer able to speak for themselves.
