This book presents in detail the negotiations on the budget of the European Union, which take place every seven years, and discusses the central elements of the European budget system. The author explains the different interests and the resulting distributional conflicts, traces the genesis of this highly complex system of inflows and reflows, and sheds particular light on German European policy. The volume has been thoroughly revised, updated and expanded following the conclusion of the negotiations on the EU budget 2021-27.

The book provides comparative information about the materialization of the 2030 Agenda in urban policy in ten countries located in Europe and Latin America. The Declaration of Quito is the starting point for the implementation of SDGs into public policies in urban areas. However, there are fewer efforts to understand the impact that the 2030 Agenda and, specifically, the instruments developed for its application in cities. The information of each country is presented in relation to two aspects: the construction of a public policy style in each country and the results and impacts on urban public policies implemented in specific cities within the national frameworks. The first means the emergence of a public policy framework and its materialization in public policy instruments. In this regard, the book raises the following questions: To what extent have the SDGs come to generate a common framework for cities in the countries? And how Urban SDGs are translated to national urban policies? The second, results and impacts at the local level, is related to two aspects: a) substantive: the goals of the policy and b) procedural: management aspects related to the policy design, governance, and institutional capacity building.

This book examines optimization problems that in practice involve random model parameters. It outlines the computation of robust optimal solutions, i.e., optimal solutions that are insensitive to random parameter variations, where appropriate deterministic substitute problems are needed. This is an ecology textbook focused on key principles that underpin research and management at the landscape scale. It covers (1) agents of pattern (the physical template, biotic processes, and disturbance regimes); (2) scale and pattern (why scale matters, how to 'scale' with data, and inferences using landscape pattern metrics); and (3) implications of pattern (for metapopulations, communities and biodiversity, and ecosystem processes). The last two chapters address emerging issues: urban landscapes, and adapting to climate change. This book stems from two graduate-level courses in Landscape Ecology taught at the Nicholas School of the Environment at Duke University. The subject has evolved over time, from a concepts-based overview of what landscape ecology is, to a more applied practicum on how one does landscape ecology. As landscape ecology has matured as a discipline, its perspectives on spatial heterogeneity and scale have begun to permeate intoa wide range of other fields including conservation biology, ecosystem management, and ecological restoration. Since their development a decade ago, human induced pluripotent stem cells (iPSC) have revolutionized the study of human disease, given rise to regenerative medicine technologies, and provided exceptional opportunities for pharmacologic research. These cells provide an essentially unlimited supply of cell types that are difficult to obtain from patients, such as neurons or cardiomyocytes, or are difficult to maintain in primary cell culture. iPSC can be obtained from patients afflicted with a particular disease but, in combination with recently developed gene editing techniques, can also be modified to generate disease models. Moreover, the new techniques of 3 Dimensional printing and materials science facilitate the generation of organoids that can mirror organs under disease conditions. These properties make iPSC powerful tools to study how diseases develop and how they may be treated. Sustainability is now a widely spread concept, and much progress has been achieved since the 1970s, when it started to be widely discussed. At present, many international organizations and scientists are active in implementing sustainable development as a whole and the UN Sustainable Development Goals (SDGs) in particular. Nevertheless, the main research agenda is being led by some countries, providing a good opportunity for other nations and regions which have not yet been so active, to bring their viewpoints to the global discussion. One of these regions is Latin America. Consistent with the need for more cross-sectorial and cross-cultural interactions among the various stakeholders working in the field of sustainability in Latin America and beyond, this book pursues two main aims: a) to provide research institutions, universities, NGOs, government agencies, and enterprises from the region with an opportunity to present their works in the field of sustainability and b) to document and promote ideas and experiences acquired in the execution of sustainability projects, especially successful initiatives and good practice across the Latin America region. This graduate text presents the elegant and profound theory of continuous parameter Markov processes and many of its applications. The authors focus on developing context and intuition before formalizing the theory of each topic, illustrated with examples.After a review of some background material, the reader is introduced to semigroup theory, including the Hille-Yosida Theorem, used to construct continuous parameter Markov processes. Illustrated with examples, it is a cornerstone of Feller's seminal theory of the most general one-dimensional diffusions studied in a later chapter. This is followed by two chapters with probabilistic constructions of jump Markov processes, and processes with independent increments, or Lévy processes. The greater part of the book is devoted to Itô's fascinating theory of stochastic differential equations, and to the study of asymptotic properties of diffusions in all dimensions, such as explosion, transience, recurrence, existence of steady states, and the speed of convergence to equilibrium. A broadly applicable functional central limit theorem for ergodic Markov processes is presented with important examples. Intimate connections between diffusions and linear second order elliptic and parabolic partial differential equations are laid out in two chapters, and are used for computational purposes. In recent years, there has been an increased interest in exploring the connections between various disciplines of mathematics and theoretical physics such as representation theory, algebraic geometry, quantum field theory, and string theory. One of the challenges of modern mathematical physics is to understand rigorously the idea of quantization. The program of quantization by branes, which comes from string theory, is explored in the book.This open access book provides a detailed description of the geometric approach to the representation theory of the double affine Hecke algebra (DAHA) of rank one. Spherical DAHA is known to arise from the deformation quantization of the moduli space of SL(2, C) flat connections on the punctured torus. The authors demonstrate the study of the topological A-model on this moduli space and establish a correspondence between Lagrangian branes of the A-model and DAHA modules.The finite-dimensional DAHA representations are shown to be in one-to-one correspondence with the compact Lagrangian branes. Along the way, the authors discover new finite-dimensional indecomposable representations. They proceed to embed the A-model story in an M-theory brane construction, closely related to the one used in the 3d/3d correspondence; as a result, modular tensor categories behind particular finite-dimensional representations with PSL(2, Z) action are identified. The relationship of Coulomb branch geometry and algebras of line operators in 4d N = 2* theories to the double affine Hecke algebra is studied further by using a further connection to the fivebrane system for the class S construction.The book is targeted at experts in mathematical physics, representation theory, algebraic geometry, and string theory.This is an open access book.
