Sie fokussiert sich auf das Modell konzentrierten Rechtsschutzes und die materielle Präklusion im Planfeststellungsverfahren des NABEG. Gegenstand der Untersuchung ist, welche Rechte dem Einzelnen im Verfahren der Öffentlichkeitsbeteiligung zukommen und welche Rechtsschutzmöglichkeiten er hat. Weiter geht der Autor der Frage nach, welche Beschränkungen sich aufgrund der Rechtsschutzkonzentration und der materiellen Präklusion für die Rechtsstellung des Einzelnen ergeben und wo die Grenzen der Einschränkbarkeit liegen.
