O Sistema Penitenciário Federal brasileiro foi criado em 2006, sem nenhuma experiência anterior, tendo como orientação o funcionamento das supermax americanas. Sem embargo desse aspecto, a lei que disciplina esse microssistema de execução penal foi elaborada de afogadilho, sem estudo mais denso sobre o tema, de modo que não se apresenta como referencial seguro para equacionar questões fundamentais para que os presídios federais se prestem a cumprir a missão institucional que lhes foi confiada. A par disso, por se tratar de um instituto novo, é inexistente produção acadêmica a respeito, sendo formada a compreensão quanto aos temas por meio de uma doutrina judicial tão rarefeita quanto a lei de regência. O método desta pesquisa é exploratório, descritivo e explicativo, com apego teórico na doutrina dos direitos fundamentais alicerçada à ideia da dignidade da pessoa humana e às diretrizes internacionais dos direitos humanos, com a concepção de que a punição é menos um poder do que um dever de de punir/proteção que emerge da perspectiva objetiva dessa classe de direitos, em que a prisão deve ser mecanismo de prevenção e ressocialização ou de redução de danos. Dever-poder de punir que não legitima o Estado vingador ou cruel, porquanto entendida a expressão como justificativa para a sanção ao infrator, porém sob o viés garantista, de modo que mesmo a pena de prisão deve ter como norte a prevenção quanto à prática de novos crimes e a ressocialização ou redução de danos. Com suporte no exame crítico do referencial normativo e o estudo empírico do funcionamento do sistema penitenciário federal, é realçada a razão de ser da criação dos presídios federais, sua finalidade e as características para, daí, concluir com a demonstração de que o regime de cumprimento de prisão em presídio federal é de segurança máxima, com isolamento e monitoramento, o que o diferencia do que é previsto na Lei de Execução Penal para os presídios estaduais. A despeito de o Sistema Penitenciário Federal ter sido criado para abrigar os presos mais violentos ou que praticam os crimes mais graves, que mesmo recolhidos em presídios estaduais persistem na prática de crimes ou exercendo a liderança em organizações criminosas, são desenvolvidas as mais diversas ações assistenciais no escopo de alcançar a ressocialização do interno, servindo de exemplo para os sistemas estaduais. Os procedimentos de inclusão e de renovação do prazo de permanência em presídio federal são sui generis, não havendo paralelo na processualística nacional, contemplando dois juízos de admissibilidade, o primeiro da alçada do juízo da origem, geralmente órgão da justiça estadual, enquanto o segundo da competência do juiz da corregedoria do presídio federal, rito que é pouco conhecido e não foi tratado adequadamente pela legislação de regência. É sedimentada a ideia de que a inclusão em presídio federal é uma medida excepcional e por tempo determinado, de modo que a renovação do prazo de permanência se apresenta como a exceção da exceção. O Sistema Penitenciário Federal tem cumprido a sua missão institucional, sem embargo da necessidade de seu aprimoramento, havendo o registro de mais acertos do que desacertos.

St. Camilla Battista was an Italian Poor Clare nun from the Renaissance era. She began to shed a little tear each Friday in memory of Christ's Passion. This led to her profound conversion and a desire to devote herself entirely to Christ. At a young age she entered a Poor Clare monastery in Urbino that had embraced the Franciscan reform known as the Strict Observance. She took the name Sister Battista and dedicated herself to radical poverty. She founded a monastery in Camerino and became abbess. In the monastery, Sr. Battista dedicated herself to a continual suffering with Christ on the cross and became known for mystical and celestial visions. Saint Camilla was endowed with remarkable intellectual abilities. She wrote extensively, her main works being: Memories of Jesus, The Mental Sorrows of Christ in His Passion, Purity of Heart, and her autobiography. In Mental Sorrows, she describes the inner pains of the human Heart of Jesus which - St. Battista affirms - were much stronger than the physical ones. These revelations nourished her life of contemplation and, down the centuries, that of countless others. Sr. Camilla Battista died of the plague in her monastery in Camerino on March 31, 1524 at the age of 64. Pope Gregory XVI beatified her on April 7, 1843, while Pope Benedict XVI canonized her on October 17, 2010. This English edition includes a number of essays and reflections about her life. The saint's writings include all her works mentioned above, in addition to a number of poems, prayers, and other works. In the words of Pope Benedict XVI, "[You can] become better acquainted with the Saints [...] by reading their life and their writings. This is a story of pain and praises through poetry. This woman was born into a state of pain and confusion at the time of her birth. The doctor who performed her mother's c-section did it neglectfully and covered up the malpractice that occurred. She was left with a permanent deep scar on her right cheek and right forearm. At 2.4 oz. she lived. Preemies died in the 60's without crucial medical care needed to survive. Satan tried to take her out of this world day one like he did JOB. Through all of that, she made the best of the situation and attended college to get her degree in business. This was the best thing that happened to her in awhile.She had resolve to better her circumstances and live a better life for her and her son. She ended up married young, had 3 more children, stayed together in a marriage for "family." She became tired of putting everyone else first. She knew she married for love but stayed in the facade for all the wrong reasons. Being separated, having relations with other men, then finally in a new commited relationship for 12 years didn't make her happy. Eventually divorced she asked God for a clean slate. Through all of what life has thrown at her, she overcame her low self-esteem, promiscuity, and taste of a bad marriage. She emerged today as a strong, assertive, successful entrepreneur. God is her main source for everything. Full of compassion, she never ever lost hope in Gods PROMISES. She discovered that her spirituality, innate gifts, and talents would catapult her into a whole new trajectory. His father Don Ángel Acosta Quintero one of the first magistrates of the First Supreme Court of Puerto Rico. Sunday, October 2, 1938, the newspaper EL MUNDO (Puerto Rico) originally published an article written by Don Federico Acosta Velarde entitled: The first Supreme Court of Puerto Rico. In July 1940, Don Federico Acosta Velarde, revised the text of what was published by the newspaper and published for a second time a revised work in the form of a booklet, noting among other things, that his father Don Ángel Acosta Quintero was one of the first magistrates of the First Supreme Court of Puerto Rico. For many years I, Rafael Mariano Nido, noticed in the house of my grandfather Mariano Acosta Velarde and grandmother Conchita Goenaga (1516 Martin Traviso, Santurce Puerto Rico) multiple copies of the essay written by Don Federico on the first Supreme Court. Multiple copies have been lost. Most of them victims of time and an uncontrolled environmental temperture. Don Federico's work is published now a third time so that his written words be recovered, heard and appreciated.
