Much attention has been focused on how states produce knowledge about the people they govern; far less has been written about those aspects of society that states choose to keep obscure. This book makes an original contribution to understanding state ignorance by focusing on one of the most complex and contested social issues of our day: the governance of irregular migrants. Tracing the evolution of state monitoring and control of irregular migrants from the 1960s to the present day across France, Germany and the United Kingdom, the authors develop a theory of 'state ignorance', setting out three complementary ways of understanding such oversights: ignorance as omission, ignorance as strategy, and ignorance as ascription. The findings upend dominant approaches, which tend to assume that states are preoccupied with producing knowledge about their populations, and argues that states have actually been keen to sustain ignorance about their unauthorised populations.

Winds form an integral part of astronomy - from regulating rotation of stars through enriching galaxies with fresh materials. Outflowing winds persist during the entire lives of stars and play a key role in shaping the exoplanet demographics we observe. In massive stars, their winds are a vital ingredient of their evolution, from the main sequence to the pre-supernova stage, determining black hole masses as measured from gravitational waves. In the case of low-mass stars, their winds dictate rotational evolution, which affect angular momentum distribution within the stellar interior and thus the generation of magnetic fields. In the case of planets, winds take the form of atmospheric escape, which can strongly affect their atmospheric evolution. IAU Symposium 370 brings together researchers on winds of exoplanets and stars, including the solar wind, to share insights into the physics and modelling tools used by these different communities.

How is China acquiring global influence? Rather than focusing exclusively on China's interests, this book considers a vital but overlooked feature - the interests of recipient countries. Richard W. Carney argues that countries in which political leaders rely more heavily on clientelism coupled with greater control over the corporate sector have a higher demand for Chinese infrastructure spending. Through a combination of statistical analyses and case studies, Carney shows that electoral autocracies (in contrast to closed autocracies, electoral democracies, and liberal democracies) display these features most prominently and are the most avid recipients. This in turn contributes to elevated levels of Chinese digital technologies imports which facilitates the spread of Chinese technical standards, enabling China to create the scale to assert its dominance over the emerging digital economy.
