The British government created a police act in 1861. After independence, the Indian government did not care to change this act for decades. The police act of 1861 was a tool and hidden agenda of Britishers for suppressing the slave Indians. It was a tactful instrument to rule Indians with the help of Indians. Later, after independence, the politicians got a taste of misusing their powers to interfere in the police administration. They also tried to provide shelter to the criminals due to their vested interests. For example, a huge illegal construction took place in Delhi without a check from any authority. The increase in crime rate in our country from 2005 to 2015 was recorded to be nearly 4 per cent per year. Lots of court cases got piled up in the courts. The present pendency of cases is as large as above 30 million. The disposal of these court cases alone may take 50 to 100 years to decide. From 1979 to 1981, the police commission reports suggested many reforms, but no one bothered to act on them. The Supreme Court issued directives in 2006, but again the states did not follow these directives. There are contempts of the court pending in the Supreme Court against many states regarding this issue. The Model Police Act was proposed by a committee under the Supreme Court, but even that was not followed. Under the present system of police, a single politician can act like a dictator to dominate the police officers. The system is unable to ensure justice for the weak and poor people. Vested interests continue to dominate the police and criminal justice system. We have nearly 11 times more murder rate per lakh population in India as compared to Japan.

The book enquires how far the participatory institutions and spaces are inclusive of the urban poor through a case study of Chandannagar city in West Bengal. It focuses on the formal and informal institutions and spaces of participation, their linkages and representation of urban poor in them. The book focuses on local politics in Chandannagar, its actors (the Councillors, ward committee members etc), the urban poor's interaction with the actors and structures of governance and the outcomes that emerge. In doing so, it tries to illuminate the different strategies adopted by poor residents to negotiate the terrain of local governance and politics to stake their claims to rights. The study tries to draw lessons for the citizenship practices of the poor, by locating participation in the dynamic and contentious terrain of local politics and governance.

I have had an awareness growing up about myself and my surrounding. This awareness led me to ask questions. Answers came in the form of people, experiences, tests, and sometimes trial and error. Living my life for half a century in this quantum body has gifted me with the wisdom to navigate life with a strategy that is beneficial for the natural progression of life and its universal laws. Hence this book is the catharsis of my soul. The rhythm of my life started at a faster pace when I came to the United States (US) in 1992 at an early age, soon after an arranged marriage. I was born and raised as an orthodox Muslim in Karachi, Pakistan. Upon my arrival in Los Angeles, CA, I couldn't speak English, nor did I have any financial means. Being new to a country like the United States felt like being on a new planet to me, and complicated by the fact that I accompanied a man I barely knew. Life took a path that has been full of hard lessons, emotionally challenging experiences, roadblocks, and cultural and language barriers. How did I come this far despite my conservative upbringing? How did I break through all the cultural, social, and religious barriers? How did I stay strong through the storms and come all this way far enough to touch the star? To live in a world where science fiction is becoming a reality. How did I navigate my life to draw happiness and independence? This book shares wisdom via storytelling to help you come out of trenches no matter how deep the hole is.This book will enhance your understanding of the Quantum humans we are and how living by the principle of Quantum Physics, everyone can choose a life path and career path that perfectly aligns with their goals and personality. This book bridges science and spirituality and helps you see the truth for yourself by showing you the magnificent interconnectedness we have all around us and within us guiding our pathway to our true self, home, and final destiny.
