The one existence of Trails de-Hell makes World of Order not that ideal and utopic as it seems. Jerry wants to unravel the secrets intensions of Richard Kamer and realizes that he is the one who intends to lead the world to the big changes. But to succeed in it, humanity will need to make huge sacrifices, and Jerry will have to take sides.
