The age-old practice of persecution has been recognised since the mid-20th century as a crime against humanity under international law. Even so, scores of states have continued to commit this serious human rights violation, characterised by systematic discrimination against groups of people based on aspects of their identity. While acknowledging the legal aspects involved, this book emphasizes the essentially political nature of acts of state-driven discrimination on such grounds as race, language, culture and political orientation. Fifteen contemporary cases of persecution are examined to determine who discriminated against whom, why, how, when and with what outcomes. Among the examples are Indonesia, Turkey, China, Iraq, Uganda, South Africa, Israel, Zimbabwe, Croatia, Myanmar and Sri Lanka.

L¿objectif de cet ouvrage est triple : il pose d¿abord la question du rôle de la qualité, comme concept et outil, et des ressources territoriales dans le développement local et l¿aménagement rural. Il permet ensuite, à travers les questions de l¿enjeu de l¿alimentation, de la gestion des espaces ruraux et du foncier, d¿interroger les instruments de la qualification territoriale à partir de l¿exemple des Appellations d¿Origines Protégées (AOP) et les Indications Géographiques Protégées (IGP). Ces instruments offrent des opportunités de dynamisation des territoires et interrogent les nouveaux enjeux de l¿aménagement du territoire rural en France et en Europe. Enfin, il met en débat un cadre théorique sur la qualification territoriale par croisement des diverses politiques rurales de la qualité. Ce livre aborde successivement les questions des trajectoires de la qualification et des ressources territoriales à partir de terrains français « englobés » pour partie dans des logiques métropolitaines. Plus largement, l¿action publique locale montre que la qualité est aujourd¿hui attendue et réclamée par la société et conditionne souvent la mise en ¿uvre de solutions spécifiques d¿aménagement des espaces. Tout en mobilisant une approche interdisciplinaire, cette étude contribue à élargir le champ de l¿aménagement de l¿espace en incluant les questions de la connaissance, mais aussi de la cognition spatiale à travers différents statuts de l¿espace rural, dans des contextes économiques et géographiques variées.

Entre fantasmes et stéréotypes, de nombreux écrits académiques et journalistiques véhiculent une image négative du Rif. Pourquoi apparaît-il comme une région isolée, hostile, fermée sur elle-même¿? Ce livre questionne ces stéréotypes au travers d¿une perspective historique et anthropologique et remet ainsi en cause la division¿bled siba (dissidence) et¿bled Makhzen. Il dévoile ainsi les limites des approches anthropologiques fondées sur les notions d¿anarchie, d¿homme d¿honneur ou encore d¿homme de baraka.¿Cette double perspective analyse les événements qui ont secoué la région sur le plan politique¿: la révolte de 1958-59 ; celle de 1984 et, enfin, le¿Hirak¿de 2016-2017 suite à la mort de Mohssine Fikri.Le livre nous¿permet également de mieux saisir les transformations qüa connues le Rif sur le plan économique avec la culture du cannabis et¿explore ainsi comment cette région est devenue le terrain où se joue la question politique au Maroc, et cela depuis l¿indépendance en 1956. Le Rif est le symbole d¿une contestation contre l¿injustice sociale et économique ; il s¿est construit comme l¿espace qui cristallise les rapports complexes entre le centre et la marge.¿¿¿Cet ouvrage montre en quoi le contexte historique, politique et économique participe à la formation d¿une identité de la marge.¿

This book is a great contribution to the field of violence and security studies. It presents six comparative, cross-regional analyses of violence and security, with both theoretical contribution and empirical researches conducted in Mexico, Morocco, Colombia, South Africa and Brazil.

The cumulative body of research on borderlands is impressive for its diversity, its interdisciplinarity and its broad scope. One of the richest characteristics of this field is the tendency for scholars to treat borderlands as puzzles which need to be (re)composed. This tendency, however, may impede more ambitious efforts at «theorizing borders», as scholars put forward theories based on empirical cases located in a variety of institutional, economic, cultural and environmental contexts. This volume, which includes both theoretical and empirical contributions from leading scholars in diverse fields related to borderlands studies, takes a different approach to theorization and borders. It contends that the theorizing of borders must include the notion of complexity. Instead of proposing a monolithic theory, it adopts strategy that pluralizes theory-building around a core theme which affects different spheres of borderlands studies. Specifically, it examines how power relationships affect border integration in the fields of political cooperation (with a particular focus on local government), spatial planning, environmental management and language policies and practices. While integration processes differ in each of these fields, they are always affected by local power dynamics. Instead of studying the differences that exist between different integration arenas, the contributors to this volume explore the idea of power as a federating theme. The book¿s innovative aim is to identify a common thread around which «border theory» can be constructed, while respecting geographic and thematic differences in border integration processes.

The approach is historical and comparative. Issues of state control, border economies, urban coexistence, heritage and memory are studied.

It asks the question whether regional integration as currently practised presents a hospitable site for the cultivation and delivery of social goods in Africa and elsewhere in the developing world.

The overall purpose of this book assesses the quality of democracy in South Africa after 20 years of democracy and in so doing, to ascertain whether or not this growing perception is valid.
