    This book is concerned with both the national security concerns of Asian maritime nations and the security of the Asian maritime commons. These are defined as the Pacific and Indian Oceans and associated seas, bays, and gulfs, with their included sea lines of communication (SLOCs). The most useful geographical designation for maritime Asia is the "Indo-Pacific." Bernard Cole provides both a survey of the maritime strategies of the primary nations of the Indo-Pacific region and an evaluation of the domestic and international politics that drive those strategies. The United States, Canada, Russia, Japan, North Korea, South Korea, China, the Philippines, Brunei, Indonesia, Vietnam, Singapore, Malaysia, Myanmar, India, Pakistan, Iran, the smaller Indian Ocean and Persian Gulf states are all surveyed and analyzed. The United States, Japan, China, and India not surprisingly draw the most attention, given their large modern navies and distant strategic reach. The author concludes that the United States remains the dominant maritime power in this huge region, stretching from Canada to the Persian Gulf, despite its lack of a traditionally strong merchant marine. U.S. maritime power remains paramount, due primarily to its dominant navy. The Chinese naval modernization program deservedly receives a good deal of public attention, but Cole argues that on a day-to-day basis the Japanese Maritime Self-Defense Force, as its navy is named, is the most powerful maritime force in Far Eastern waters, while the modernizing Indian Navy potentially dominates the Indian Ocean. In fact, a focus of this work is the exemplary description of all the region's navies, with the author noting the naval arms race that is underway, particularly in the area of submarine acquisition. Cole is careful to couch this phenomenon in the regional concerns about Chinese naval expansion and the desire to ensure a continued, massive U.S. naval presence. The current naval developments in the region evince elements of a naval arms race, but lack the coherent maritime strategies to make naval developments dangerous to regional peace and security. Most telling will be whether United States power and focus remain on the region, while adjusting to continued Chinese maritime power in a way acceptable to both nations. No other current or recent work provides such a complete description of the Indo-Pacific region's navies and maritime strategies, while analyzing the current and future impact of those forces.

    The Russian streltsy had a short, interesting, and later troubled history. Known as Orthodox 'old believers' that resented and refused western traditions, they were Russia's first permanent standing infantry with firearms - and this shows in their name, which roughly translates from the Russian word for 'shooter.' Created by Ivan the Terrible, this armed force was never disbanded, even in times of peace. Soldiers served for life, and they were nicknamed as 'stirrup' troops because they were usually always near the tsar's own stirrups. Often wielding both a musket and a poleaxe, they were a destructive force in Russia's army in the 16th and 17th centuries - fighting often behind a 'walking city' of wooden frames against forces such as the Tartars.     What was achieved by the Free State during the Irish Civil War was remarkable. Within a period of less than a year they raised and equipped a standing National Army of nearly 60,000 soldiers, defeating the anti-Treaty elements of the IRA. Using the counterinsurgency framework of Clear-Hold-Build, the author examines, analyzes and explains how the Free State managed to attain this remarkable achievement.Outnumbered at the start of the fighting, the Free State overcame an IRA insurgency by utilizing a number of key concepts that will be explained throughout this thesis. These concepts include the combination of kinetic clearance operations and 'Good Governance' stability actions.     Civilian contractors have frequently played an important role in American military operations. George Washington hired civilians to haul the Continental Army's equipment; supply vendors followed the Union and Confederate armies during the Civil War. Indeed, today's military recognizes the use of civilian contractors as a force multiplier in stabilization efforts. Although sometimes expensive, contractors are capable of supplying immediate expertise and manpower much more rapidly than the military can grow subject matter experts. With the establishment of the modern state as the primary organization responsible for the protection of its citizens and territory, the relationship or covenant between the state and its citizens, has remain fairly constant; to assure the peace, the population relied on the state to protect them and in exchange for this safeguard, the population relinquished some of their personal autonomy for that of a larger governing body. This association has remained the primary relationship for hundreds of years, whereby the people provided the state with the resources it needs to provide for the common defense, and the state held on to the monopoly as the single authority entitled to wage war. Modern events have irrevocable and indelibly altered that relationship. The best kind of war, (if in fact they exist), are those that are quick, brutal and decisive. The best kind of war addresses an immediate threat that leaves no doubt who the enemy is, what their objectives are, and what it will take to defeat them. The best kind of war strikes the enemy with the brutality of overwhelming firepower thus leaving them weak, confused, disorganized and vulnerable.
